Notification

1. On August 8, 2025, the Government of Vietnam issued Resolution No. 229/NQ-CP on visa exemption under the tourism development stimulus program for citizens of 12 European countries. This policy is effective from August 15, 2025, to August 14, 2028.

Accordingly, Vietnam grants visa exemption to passport holders of the following countries: the Kingdom of Belgium, the Republic of Bulgaria, the Republic of Croatia, the Czech Republic, Hungary, the Grand Duchy of Luxembourg, the Kingdom of the Netherlands, the Republic of Poland, Romania, the Slovak Republic, the Republic of Slovenia, and the Swiss Confederation. The temporary residence period is 45 days from the date of entry for tourism purposes, regardless of passport type, provided that they fully meet the entry conditions as prescribed by Vietnamese law, including:

- Having a passport with a validity of at least 06 months;

- Not being subject to entry suspension in accordance with the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam.

Resolution No. 11/NQ-CP dated January 15, 2025 of the Government on visa exemption under the Tourism Development Stimulus Program in 2025 for citizens of the Republic of Poland, the Czech Republic and the Swiss Confederation expires from August 15, 2025.

 

2. On August 8, 2025, the Government of Vietnam issued Decree No. 221/2025/ND-CP, which regulates the temporary visa exemption for foreigners classified as special subjects who require preferential treatment to serve socio-economic development. These special subjects include guests of the leaders of the Party and the State, scholars, experts, investors, individuals active in the fields of culture and arts, and other special cases.

Individuals granted a special visa exemption card (in electronic format or a hard card with an embedded chip) are exempt from visa requirements for a period not exceeding 05 years. They are permitted multiple entries and can stay for up to 90 days per entry.

Agencies and organizations in Vietnam must send a notice and request for the card issuance to the Immigration Department of the Ministry of Public Security. The Decree is accompanied by specific criteria for each subject group, thereby helping to attract talent, high-quality resources, and individuals with a positive influence on Vietnam, contributing to promoting socio-economic growth.
